Kate Hart Johns

Kate Johns is Chief Legal Counsel for Domeyko Taylor Holding Company, which owns multiple companies, including Taylor Builders. For more than 25 years, Kate has been advising on all facets of real estate development, land use/zoning law, CEQA compliance, and regulatory permitting. She previously served as deputy city attorney for a growing Bay Area city, as well as outside counsel for multiple cities, counties, and small utility districts regarding a variety of legal matters.
Kate was appointed by Governor Schwarzenegger to the Central Valley Regional Water Quality Control Board, and served two terms, in part as Vice Chair and Chair. She has served on the Sacramento Valley Conservancy Board of Trustees since 2005 and is a Past President. She was appointed to the Placer Conservation Authority Advisory Committee upon its inception in 2021 and currently serves as the Committee’s first elected Chair to help implement the Placer County Conservation Program. Kate earned her JD from University of the Pacific, McGeorge School of Law, and Bachelor’s degrees in Political Science and French from Santa Clara University.
Kate and her husband, Craig, are the proud parents of Jackson Johns (JHS Class of ’26).
